Duplicate and Blacklisted Skip-Reason Filters Now Return Results Correctly

On the Contacts page, filtering skipped contacts by Duplicate or Blacklisted was returning an empty list. And this was the case even when contacts had been skipped for exactly those reasons.

Both filters now show all matching contacts, whether the contact was flagged at import or caught while a campaign was running. The other skip-reason filters were unaffected.
